The Center for Industry Productivity and Competitiveness (CIPC) of the UP School of Labor and Industrial Relations (UP SOLAIR) successfully conducted the 6th Learning Session Series (LSS 6) entitled “Bridging the Gap: Strategic Learning Needs Analysis for Effective Action Planning” on April 15, 2026, at the Mini-Auditorium, 5th Floor, UP SOLAIR New Building. The session, led by Dr. Virgel C. Binghay, CIPC Director and Professor 12, gathered 84 leaders from various sectors and industries, despite the challenges posed by a transport strike on the day of the event.
The overwhelming interest in the topic was over 500 pre-registered participants, far exceeding the 100 available slots due to logistical and learning design considerations. The session forms
part of CIPC’s ongoing effort to provide accessible, high-impact learning opportunities for leaders and professionals, equipping them with practical tools for human resources and organizational development.
The program officially began at 1:00 PM following registration at 12:15 PM, with audio-visual presentations showcasing UP Diliman, SOLAIR, and its academic programs. Hosted and facilitated by Arman Mangilinan of CIPC, the session opened with a brief welcome and warm-up activity, followed by an overview of the LSS initiative as SOLAIR’s pahinungod program.
Participants then completed a pre-test to assess baseline knowledge before the speaker's formal introduction.
Dr. Binghay delivered a comprehensive lecture on Learning Needs Analysis (LNA), highlighting its strategic role in bridging organizational gaps and informing effective action planning. The session transitioned into a hands-on workshop, where participants collaborated in group dynamics to apply concepts through case studies. This interactive format allowed participants to exchange insights and contextualize learning within their respective industries. The session concluded with a Q&A segment, post-test, a participant sharing, and the singing of UP Naming Mahal, followed by the evaluation and closing.
The session received very strong evaluation ratings, reflecting both the quality of content and delivery, with an overwhelming 4.81/5.00. Dr. Binghay received an outstanding 4.87 rating as a resource speaker.
Participants commended the session for being interactive and lively, well-organized, and highly insightful. Many highlighted the practical value of the discussions, noting that concepts were simplified, easy to understand, and directly applicable to workplace settings. One participant shared that the seminar provided a very valuable learning experience, especially for HR and L&D practitioners, while another emphasized the importance of continuing such initiatives.
Dr. Binghay’s facilitation drew particularly strong praise, with participants describing him as very knowledgeable, engaging, and effective in delivering complex concepts in a simple and practical manner. Several attendees expressed appreciation for the opportunity to learn from him, citing his ability to connect theory with real-world application and his engaging, relatable delivery style.
The success of LSS #6 highlights CIPC’s commitment to fostering continuous learning and development across industries, particularly through inclusive and free learning platforms. As demand for these sessions continues to grow, CIPC remains dedicated to expanding access while maintaining the quality and impact of each learning experience.
